house. inaugural parade continuing. you are looking live at the first family looking on. this has been continuing all afternoon. you will see that. as it continues through the show. nation and capitol came together for a while. beauty and the grand your of the republic, the transfer of power in this case continuing with the same administration. barack obama beginning swearing allegiance to the constitution. imploring washington to find common ground. what he wants the common ground to look like is another matter. he laid out a progressive agenda. chief white house correspondent ed henry has the top story. >> president obama, he is grayer, weather is warmer,

crowd is smaller and the oath of office had no big slipup. this time, he was more aggressive in using his inaugural address to reprise the central message of the campaign. >> we understand a slinking country cannot do well if very few make it. >> sworn in for a second team on the martin luther king junior holiday. and leaned on the words of king and abraham lincoln. >> blood drawn by sword. we learn no union founded on the principle of liberty and equality could survive half slave and half free. >> casting nims the mold of the great civil rights leaders he avowed action on series of issue from climate change to immigration reform. became the first president to use the word "gay" in an inaugural address. >> our journey is not complete until our wives, mothers and daughters can earn a living

equal to the efforts. our journey is not complete until our gay brothers and sisters are treated like anyone else under the law. >> debt and deficit front and center he offered a vigorous defense of entitlement programs. >> we must make the hard choices to reduce the cost of healthcare and size of the deficit. we reject that they must choose between caring that built the country. >> like every president since fdr, mr. obama started his day early, with a prayer service at st. john's church. before departing the white house for the longest motorcades known to man for the rise to the capital. a star-studded affair. where else do you see paul ryan mingling with jay-z and beyonce who belted out the

national anthem. >> the ceremony was over there was a stream of pomp and circumstance waiting. >> from signing papers to officially nominate the new cabinet to lunch with congressional leaders. then, of course, the parade. the first family could make the way back to the white house in that grand bulletproof review stand. yet all of that could wait because leaving the west front of the capitol, the president went off script to take in the vista of the national mall. mr. obama seemed to be taking in the moment. overheard saying he would never quite see this view again. as the president is set to sell the agenda in the "state of the union" next month, it is worth noting that gallop is out -- gallup is out with approval rating for the third term and the third worst number since world war ii.

only better than carter and ford. worth noting after the president it was reagan and clinton. two guys who had troubles in the second terms but also got a lot done. >> bret: all right, ed. the band behind you, the pearl river band continuing. that parade was delayed today. your thoughts as continuing. they have been reviewing the whole thing. you have been watching them in the stands. >> the president saying he looks jove yell. they will have the inaugural ball later as well. but they are aware if you talk to senior advisors that he laid out a grand vision today throughout the agenda. they will face resistance from the republicans on the hill. it will be a tough road ahead.

>> bret: chewing on the ed, gum. >> he is cheering it along. his daughter was taking photos with the smart phone. in full force. >> bret: ed henry outside. right in front of the reviewing stand. as we watch the parade. you see it on the top of the screen throughout the show. even on this day, of unity, politics was never far below the surface. you imagine. the comment from one of the president's top advisors, only seem to fan the flames of the partisanship even more. here is chief congressional correspondent mike emanuel. >> the presentation of crystal inaugural gifts to president obama and vice president biden had a charming picture. debt ceiling, gun control on the agenda, the second term honeymoon is likely to end quickly. the president struck assertive tone in the inaugural address. >> we cannot substitute speck taggal for politics, or treat name calling as reasoned debate.

>> the republicans in congress have been defined by the actions. that is why the polling numbers are poor. >> in an interview with the "washington post," white house communication director dan pfeiffer suggested mr. obama is worthy of the task, but republicans are not. "there is a moment of opportunity now that is important. what is frustrating is that we don't have a political system. or an opposition party worthy of the opportunity. pfeiffer told fox it was a message to the country, not just republican parties. but a key senator sounded troubled by a tone heading to a new term with the nation facing serious issues

requiring leadership. >> both parties need to work together to solve big proble problems. the democrats need help from the president to lay out the issues and provide the ability they know what needs to be done. >> they wrote go for the throat and why obama must declare war on the republican party. and said obama's only remaining option is pulverize. >> bret: let's get thoughts on what we have seen and heard today. brit hume is here with us tonight. good evening. >> hi, bret. president obama today gave the country a clarifying moment. we may not have gotten to know

mr. obama, the man, better today. but we certainly got to know him the politician, better. his inaugural speech should put to rest of all time the notion much favored by the admirers in the press he is a centrist. he is not. he said a recovery had begun. his prescription for accelerating that anemic, was barely heard. medicare, medicaid and social security. he did call it, fiction, that all societies' ills could be cured through government alone. but it was a prelude to wonders of the collection action by which he meant government action. on gay rights, climate change. voters op regulation, immigration reform and gun control. only saying he would support the spread of democracy

worldwide, which is the george w. bush freedom agenda. by failing to swear off the use of drone attacks did he say anything likely to disappoint the base on the left. the president is a man of the left. after today, the departure from the orthodoxy should fool no one. >> bret: still, you have the republican house, that stands really in the way of what could be a very liberal agenda for the progressive agenda. and in the "state of the union" address on february 12, probably get the shopping list of things that he wants to really get done. down in the weeds. to get that done you have to reach across the aisle at some point. >> you do. unless, your purpose is to make war. fight. believe the country will stand with you. with both houses in the same, in control of the party you ram through your agenda like he did in the first two years. not saying that is what he is planning to do, but it strikes

created equal. the star that guides us still. just as it wide toed the forbearers from selma to stonewall. >> that set a tone on the address on the martin luther king junior day. it allowed the president to suggest he is part of history. i don't think there is a question he is a civil rights figure. my argument in some cases is he is not neb the history books. on the cover of the history books. >> while the election that returns him to power was focused on the economic issu issues. the plight of the small business owner, barack obama saying little about the topic topics. >> here we have a black man being reinaugurated, hand resting on lincoln's bible.

a stirring site. it felt the speech echoes of something that could have been written 50 years ago. nice speech but what will do you do about the problems that we have in america today? >> a choir of homeless people was among the multiple to see the inauguration. minutes after the speech concludeconcluded the white houe tweeted out a photograph of the president, emblazoned with a 4-word sentence, to make him the first president to refer to gay people in an inaugural address. >> bret: thank you. the speech has been given. parade is almost over. balls await tonight. we'll recap a big inauguration day with a special expanded panel of all-stars. krauthammer, page, powers and lane when we come back after

ceremony. there is a portion of the speech. parade has come to an end. getting ready to walk with the first family back to the white house. take it live in a second. as he does,be bring in the expanded panel. steve hayes for the stand stand. kirsten powers, columnist for daily beast. charles lane opinion writer for the "washington post." syndicated columnist charles krauthammer. be forewarned i want to take a shot as he walks by the camera. steve, listen, analysts left and right, read a lot today characterized this as liberal, progressive. speech that was forward leaning for this president. your thoughts? >> i think it's right. brit hume's characterization earlier during his commentary got it about right. there has been sort of a long-running debate, the past four years in washington, among journalists and others about whether the president is

fundamentally a pragmatist or idealogue. this makes clear he is an idealogue and he has been all along with occasional nod toward pragmatism. what struck me about the speech, it was basically a 2 # 00 word sell -- 2200 word activist of government and the good that government can do. it paid scant attention to the cost of -- >> bret: wait a second. >> thank you, sir. appreciate you. thank you. [ inaudible ] >> bret: you never know what you will hear in the little moments. i always get to hear steve hayes. [ laughter ] >> finishing my thought he spent time celebrating government without talking about the cost of big

government. if there is an issue today, confronting the nation with the urgency than any other, it's hard debt. $16 trillion in debt. we had a few hundred words about that in a much longer speech. the president didn't do himself favors paying so little attention to something on the minds of so many americans. >> bret: kirsten, he is walking from the reviewing stand to the white house. a shot we don't usually get from the cameras there on the north lawn. but go ahead, your thoughts. >> the reason left and right say it's liberal speech is not for the same reason. it seems they're unified but they're not. liberals think it's liberal because he took pop shots at republicans and he was progressive on gay rights. talked, he mentioned stonewall, important point of history for gay rights. >> bret: explain that. >> it was an uprising at bar in new york city. he put it on the same level as

selma, and issues with african-americans and women. big issue to do that. outside of that, i didn't see anything in the speech particularly progressive unless you say climate change is main stream. the rest was straightforward. reforming schools, reducing the deficit and revamping the tax code. very american speech. i thought it actually was quite inclusive. meant for most americans. >> bret: republicans noted there wasn't a lot of talk how to deal with something they talk a lot about, the deficit and debt and concerned about the years ahead and how it paid for things. take a listen.

>> we reject that america must comparing for those who built the country and the commitments we make to each other through medicare and medicaid and social security, they don't sap the initiative, they strengthen us. [ applause ] thaw do not make us a nation of takers, they free us to take the risks that make this country great. >> that is the only time he talk about the deficits. >> i had that same thought. reminded me of something that lincoln said or made a book review or critique. people who like this sort of thing will find this is the sort of thing they like. and for those who already agree with the president perspective, on those issues and on many others there was

lots to like. it wasn't a speech that reached out to the other side. more a speech that challenged the other side. to tick off the names of the program brought the speech in the moment of current debate. in contrast to other inaugural addresses that shoot for abstract and timeless level. this speech generally to me felt like more of a "state of the union" address. more almost a campaign speech. very much in the moment and targeted for the base. >> bret: nation of takers, was that a paul ryan reference? >> it felt like leftover from the romney and 47% remark.

he thinks that is a winning line in what is coming up as a debate. >> i'm shocked that people are just discovering he is an idealogue to the left. in a inauguration speech, the first one he said i'm here to change america and spelled it out. healthcare, energy, education. he has done healthcare. that's fairly radical. 18% of the economy. now he is talking about energy. the second thing. if you took an outsider and said what is the main issue of our time? it's the crisis of the entitlement state. it's insolvent. it's advanced in europe where they are out of money and we are going to get there in a couple of years. there is nothing in the speech about that. not even recognition there is a crisis. tall programs of the 20th

century were enacted with the life expectancy is 62. medical technology is eventually non-existent. he said i'll take that, defend that and expanding the entitlement by adding obamacare he said i'll do energy that he spoke about a month after the first inauguration. with climate change and continue on the road in green energy stuff. he wants to create what he thinks he can in washington, new industry, string of solyndras until the end of time. expanding entitlement state in crisis. there is no change from who he was in 2009. he never has to be re-elected so he can be utterly unbound and say exactly what he wants to do.

but ide logically i found remarkable speech. >> bret: what did you like about it? >> he spoke emotionally at the end and in a true way the basic equality in the country where he takes the same oath as soldier or immigrant to honor and defend the constitution. his ideology is not mine is one where he takes the role of the defender of the common man. against those in class war against the rest of us. he speaks of it in honoring the constitution and how we are linked in fraternity and allegiance to the country, there is a moving element of that. problematic element of that is one i disagree with and you don't normally find in the inaugural address. you find in the "state of the

union." >> bret: what about the rhetorical effort that he makes to continue the never ending journey by bridging meaning of the words of the constitution with the realities of our time? the constitution is a living, breathing thing and needs to adjust to who we are? it sounds like what we hear sometimes in those hearings of of the supreme court justices the argument we hear about how they interpret the constitution. >> sure. that was unmistakable effort to do that. he utah examples true to our creed when a little girl in brink of poverty knows she is equal not only in eyes of god but eyes of all of us. trying to give life to the old words. in that sense throw back to the first inaugural to remake the country.

efforts. our journey is not complete until our gay brothers and sisters are treated like anyone else under the law. if we are created equal, surely the love we commit to one another, must be equal as well. >> president obama today on this, martin luther king day, evoking civil rights leaders. not only women who launched the suffrage movement but others in the civil rights movement. mlk, as well as others who fought in civil rights. what about the theme in the speech and the mention of this particular paragraph? we are back with the panel. is he trying to elevate this as a broader civil rights leader in a way? >> i think this has become the big issue on the left. especially among the younger people.

gay rights is the civil right issue of our time. and so i think that this is something that the president is appealing to. as i said earlier, it's why the president can give what i consider to be a milk toast speech that doesn't talk about any radical, liberal ideas. he wasn'tbe proposing a single payer plan. or stop the drone war in pakistan. he is able to get covered because he takes positions which i agree with. i support gay rights and it is great he elevated it. but he gets a pass in a way. a lot of liberals are saying that this is liberal because of that. >> bret: chuck, there was a quote that caught a lot of people's eye from dan pfeiffer, the communication director that said this. he said this -- there is a moment of opportunity now that is important. what is frustrating is that we don't have a political system or an opposition party worthy

of the opportunity. >> well, that was a nasty crack at the american political system. i guess i would say. that is what jumped out at me. the republicans is in there, but we heard that before. i think he walked it back later on and tried to say well, that was just this or that. rather contentious way to sum up the day. i guess, just briefly onbe what we have been talking about the whole civil rights aspect. feeling about the inauguration of the reassembling of the block-by-block democratic coalition built up to re-elect barack obama, which consisted of latinos, gays, single women, et cetera, african-americans, et cetera, et cetera, all of whom had their representatives in the inaugural festivities. i think that the people who watch pbs were there. james taylor, you know, the guy they have on sweeps week. it had that feeling of an event for that coalition.

right? less a feeling of a completely apolitical or unpolitical event. >> are the demographics shifting for democrats? >> i think they could be. you are seeing the president embrace what chuck is talking about because they were an important part of the coalition. also to go to the discussion earlier. this is who he is ideologically and what he believes. what made the speech ideological is not that it had a long, laundry list of preference group issues. things to insight liberals but a philosophical defense of liberals. this is what he talked about. he is craving collective action to talk about how that was responsible for progress throughout the course of the u.s. history. liberal view. he is arguing for it. >> defining this moment as

what is right is an important struggle. >> bret: 20 seconds, charles. can he get this through, the progressive agenda? we will hear the "state of the union" in two weeks. can he get it through? >> in two years, one of the objectives. this is not a partisan speech. i don't think it should be critiqued. it was ide log call. proud of the ideology. it represents a large section of america. it's odd if you deny it. >> bret: that is it for panel. but stay tuned, no matter your politics.
